First check the wall isn't damp. [more information on request]
It sounds like a recurring stain - maybe from some previous repair work - or someone has written on the wall in between decorating [?]
You can buy a 'stainblock' from most hardware stores / B&Q, Wickes etc.
Paint this over the stain and allow to dry. Then paint over with your preferred colour.
If you can't get to the shops, in the meantime, you could try undercoating paint or PVA glue, allow to dry and paint over.
